I have the honour to apply for the permission

of His Excellency the Acting Governor to add to the Estimates

for 1899, certain items representing an increase of $1795 over

and above $256 which would be the normal increase above the

Estimates for 1898.

It appears to me that the increase in Revenue

$11,500, (26,000 -13,500) removes the financial difficulties

attending the consideration of the highly necessary improve-

ments on the staff, English and Chinese.

The increased expenditure is less than 16 %

of the increased revenue, and is only an anticipation of im-

provements already recognised; but on account of the former

disproportion between expenditure and revenue, awaiting the

occurrence of vacancies for their introduction.
